another computer voting malfunction

A public test of computer voting machines, scheduled for Tuesday had to be cancelled because of a computer crash. The supervisor of elections blames a power outage in the days after Hurricane Jeanne for causing the problem. She believes that although the computers were not on, being exposed to 90 degree temperatures must have screwed things up. Is that really an exceptable excuse?
